Revision of Joint Monitoring Committees (JMC) system functioning

Scope of the project:

Between March and November 2006 ECORYS Polska took part in a research on Joint Monitoring Committees (JMC) commissioned by DG Enlargement. The aim of the research was to review the functioning of the Joint Monitoring Committees in 10 Central-East Europe countries which receive Phare and Transition Facilities support.

The committees, which consist of high ranking state representatives and EC officials, meet semi-annually and are the most important monitoring authority in each state.

 

The research was to evaluate the effectiveness of JMC and subordinate structures (such as Sectoral Monitoring Subcommittees) and to formulate conclusions and recommendations useful for current beneficiaries of Phare and Transition Facilities as well as future beneficiaries of EU programmes.

Methodology used included an analysis of Implementation Status Reports, prepared by JMC members as well as questionnaire research and interviews with EC officials and other engaged parties in countries included in the review.
