Mid-term evaluation of Phare and Transition Facilities programmes in Estonia

Scope of the project

ECORYS Polska together with Cycle Plan realised in May 2005 - March 2006 and August 2006 - May 2007 two contracts commissioned by the Estonian Ministry of Finance which included a mid-term evaluation of Phare and Transition Facilities programmes in Estonia.

In order to do so a special methodology is used. It was based on such evaluation criteria as adequacy, efficiency, effectiveness, influence and durability. Basing on the analysis conclusions and recommendations were formulated. Their aim was improvement of current and future projects realisation.

ECORYS Polska was especially to make an evaluation of projects in agriculture sector and a detailed quality control of all evaluation process products.
