IOPRD evaluation

Scope of the project

The Ministry of Economy and Labour has commissioned ECORYS Polska to conduct the first evaluation of structural funds in Poland, with focus on the Integrated Operational Programme for Regional Development (IOPRD). The project is realised in four voivodeships – śląskie, warmińsko-mazurskie, lubuskie and świętokrzyskie.

The aim of the evaluation is to formulate instructions for the IOPRD Implementing Authority, the Marshall Offices and PWW Managing Authority concerning instruments which would support socio-economic development of the country especially on the regional level. Guidelines will also concern completion of objectives included in IOPRD and implementation of regional operational programmes in forthcoming programming period (2007-2013).

The task of ECORYS Polska was to conduct a detailed analysis of the projects in Activities 1.3 and 3.5 IOPRD and to answer the question if and in which degree the projects will contribute to socio-economic development in the regions and its influence on competitiveness of the regions. Moreover, the evaluation was focused at determining whether the projects were coherent with the IOPRD aims and if their realisation may be successful in a longer perspective, what criteria influenced selection of projects.
